Send a signal that is captured and kube-vip will dump configuration for debugging

Is your feature request related to a problem? Please describe. Create a signal handler on something like SIGUSR1 that will dump things like kube-vip configuration or Kubernetes service and host network configuration into the logs.

Describe alternatives you've considered Either that or a web hander /info, but that would bind to the network host at all times
