Draft: Apply learnings from Debianification.

• Refactor cloudinit in terraform and reformat all terraform files
• Sort sortable lists in Salt where encountered if the order of things is not important, a sorted list is easier to to add things to.
• Remove commented-out things (if they needed confirmation, they were confirmed)
• Use dynamic user for prometheus node_exporter
• Clean some old settings out of the Loki config This does need testing in a Rocky environment.
• Added some more checks and requires
