I2501-01619

This installs Vamb (+ a required PyTorch version from a PR), vclust, and vRhyme for ticket I2501-01619. I have only contributed the last one to EB (https://github.com/easybuilders/easybuild-easyconfigs/pull/22163), as I'm not completely happy with the other two, but just wanted to get it installed. vclust requires some other tools; they are also included in this PR.

Still WIP, as I'm currently trying to build them for all CPUs

Compare with previous version

The PyTorch builds failed on the GPU nodes (V100 + A100) due to too many failing tests. I have no clue how to solve that (we could just ignore them), so I'm trying a non-CUDA build now.

Compare with previous version

The non-CUDA version builds fine, so I've added that one to the easystack (and ingested the tarballs). I guess we can keep the CUDA-based easyconfig, it may still be useful in the future.
