hbquota as a replacement for pgquota on Hábrók

1. pgquota has been renamed to hbquota
2. All potential directories in /home* are now checked as group directories may live there
3. Added quota implementation for XFS over NFS using file system values (df like)
4. Removed complicated matching of gid to uid
