vendor: Bump to StateDB v0.5.4

This bumps to StateDB v0.5.4. See release notes at https://github.com/cilium/statedb/releases/tag/v0.5.4.

The main changes are optimizations to the adaptive radix tree structure and a fix to watch channels of demoted nodes that first appeared in v0.5.2 (was only present in cilium/cilium for about a week, so no need for release note or backports).
